Apparently the Minneapolis Police Department is so enamored with getting “politically correct” numbers of minority candidates from the community, they cannot do an adequate job of vetting potential recruits.

Those Blacks that did graduate with and go on to college are really not (for the most part) interested in wearing a badge.
Since the average PD is manned by (what we knew as) Middle Class citizens, so - as mentioned before those that slept their way through school basically qualify to be wards of the state and tend to tie up with those with the same attitude.
