The reason they have not assimilated is political. The Democrats wanted to do away with the melting pot in favor of the salad bowl. They wanted people of distinct groups they could pander to. If whites, blacks and Asians were all the same culture and living together in harmony how do you divide them against each other to achieve power?
A man born in California to Central American parents told me that at age 16, with a childhood spent in California schools, he didn’t speak enough English to have a conversation with the principle. He left school after a school resources cop told him if he got into another fight he’d be going to reform school. He finally was taught English by a Cuban plumber who refused to speak to him in English. (He’s an awesome plumber now.)
30 years ago I met a South American woman who graduated from high school in Newark NJ after years of “bilingual” classes - she was never required to learn English.
