My opinion is that she actually and honestly is mentally challenged, in the sense that she has limited capacity to understand facts and objective reality, and that her ability to process new information is severely limited.
She may not be stupid, as it took some sort of acumen to play the political game in the past, even against political challengers from her own party, but that she is addled, perhaps suffering from senile dementia.
Clearly, the best thing for her, and in particular her constituents, is for her to retire, now. If she does not... recall her... which would be her equivalent to impeachment.

People don’t understand that every intelligence leak reveals sources and methods.
Sure, you can laugh, and say everyone already knows that we listen to the bad guys.
Yes, but they don’t know exactly how. Every intelligence leak gives them a little more info about how we’re doing it.
As soon as the bad guys piece it together, they will change their communications so we can’t listen to them anymore.
At that point, our sources and methods are worthless, and we have to spend a bunch more money finding new ones.
Every intelligence leak is treason. IMHO
