I taught school in an "alternative" setting in an inner city high school in Illinois. During my 20-25 years in this Shangri-la I think that I only saw the above rule violated maybe 5 or 6 times.
When the "a" rule was not followed, 3 or 4 of the non-conforming young ladies were named Brittany.
I think that sort of name is frowned upon in their social stratum, but you can still roll in the hood with that name.

Twenty to twenty-five years at an inner city high school in Illinois? You have my respect. Hope you survived without any major injuries and are now enjoying your pension (though the state’s ability to pay long term is in doubt).
I taught middle school for three years in rural districts in Mississippi after retiring from the military. All were “minority majority” schools; but the same pathologies apply.
I come from a family of teachers. Two sisters and a brother-in-law spent their careers in the classroom. My oldest sister and her husband retired almost 10 years ago. In Missouri (where they taught) retired teachers have the option of collecting their pension and signing one-year contracts to remain in the classroom. When my sister and brother-in-law were offered that option, they laughed and said “no thanks.”
I graduated from the same system where my family members taught. During my military career, I went back to the my old high school, 20 years after graduation. There were metal detectors at the front door—in a school with no more than 600 students, in a town of 6,000 people. That alone tells us you far our schools have fallen over the last 30 years.
