What values are those??? Drive by shootings?

I know that was a low blow, but, what the heck is he talking about???? What values are at risk??? What about the rule of law and federal/state/local cooperation on law enforcement? Is that a value NOT held by Chicago?? Or does that not matter if such cooperation contradicts a liberal political view???
