No, it does work. It allows gang members and various other criminals to turn in weapons used in armed robbery, murder and the like, and thus destroys evidence which could be used in their prosecution.

LOL, They had a virtual meltdown in Buffalo a few years back when a couple of licensed gun dealers stood outside of a buyback point and offered to pay more for collectible/valuable firearms than the city was offering. The police tried to prevent them, at one point even threatening to charge them with loitering, but they couldn't come up with anything they could really charge them with.
