Bill was there at the negotiation representing Hillary’s impending Imperial Reign and Ryan was there representing the Establishment GOP.
There were basically horse-trading pre-Election for what the Dems were going to keep and what the GOP would be given and Lynch somehow was moderating/mediating, whatever.
Like trading camels or rugs, or whatever.
