White House Petition for National Concealed Carry Reciprocity H.R. 38

Arizona -(Ammoland.com)- President Trump promised to protect the Second Amendment and to push for national reciprocity for concealed carry permits.

The Virginia Citizens Defense League (VCDL) has created a petition urging President Donald Trump to push Congress to pass H.R. 38 and to send it to him for signature. H.R.38 creates national reciprocity for concealed carry.
The bill amends the federal criminal code to allow qualified people to carry concealed handguns in any state if they are qualified to do so in their state of residence.  Here is the summation from congress.gov:

This bill amends the federal criminal code to allow a qualified individual to carry a concealed handgun into or possess a concealed handgun in another state that allows individuals to carry concealed firearms.

A qualified individual must: (1) be eligible to possess, transport, or receive a firearm under federal law; (2) carry a valid photo identification document; and (3) carry a valid concealed carry permit issued by, or be eligible to carry a concealed firearm in, his or her state of residence.

Additionally, the bill specifies that a qualified individual who lawfully carries or possesses a concealed handgun in another state: (1) is not subject to the federal prohibition on possessing a firearm in a school zone, and (2) may carry or possess the concealed handgun in federally owned lands that are open to the public.

The passage of the bill would go far in keeping President Trump's campaign promises. It removes numerous existing infringements on the Second Amendment right to bear arms. Here is the wording of the petition. From whitehouse.gov:

Ho does the bill protect someone with a CCW when carrying in NJ. Kalifornia, NYC, etc.?

The Senate version of the Bill, SB 446, Doesn’t help in NYC at all. Even New York Permits from outside the 5 counties in NYC arent recognized in NYC.
Tbe Senate Bill allows the city to keep those restrictions.
It has to be reconciled with the Senate Bill if it passes the House.

Portions of SB 4_6

“(b) Conditions And Limitations.—The possession or carrying of a concealed handgun in a State under this section shall be subject to the same conditions and limitations, except as to eligibility to possess or carry, imposed by or under Federal or State law or the law of a political subdivision of a State, that apply to the possession or carrying of a concealed handgun by residents of the State or political subdivision who are licensed by the State or political subdivision to do so, or not prohibited by the State from doing so.

“(c) Unrestricted License Or Permit.—In a State that allows the issuing authority for licenses or permits to carry concealed firearms to impose restrictions on the carrying of firearms by individual holders of such licenses or permits, an individual carrying a concealed handgun under this section shall be permitted to carry a concealed handgun according to the same terms authorized by an unrestricted license of or permit issued to a resident of the State

It’s up to the committee chair to set it up for a vote. At this late date, I expect nothing from the Rino’s in charge.
