Well, then, why did he sign it?

Congress would have overridden the veto, so he didn't have much of a choice. Having a veto override makes a President look weak, so there is nothing to be gained from a veto if you know that the bill will pass regardless.

Does it make him look weaker than signing an unconstitutional bill? At least a veto would have been an indicator of courage and character.

He should have vetoed, then told the American people why he did and asked them to hold their criminal’s feet to the fire on the override.
