In the article it does say something about unconstitutional provisions, but it does not go into detail about it. (only that one sentence)
From interviews on news, it was Tillerson who said it could deter diplomatic efforts. And from another source, it was mentioned that it could have boomerang effect on our economy, but those details were not clear to me.

WTH. This is fishy to me. Makes it look like Trump is attempting to cover his butt (”see? I’m not buds with the Ruskies”) before the upcoming (rigged) investigation begins led by Herr Mueller.
If a bill has unconstitutional provisions, don’t sign it. By signing it you undermine the legal case for having it be ruled as unconstitutional.
He should have kicked Congress in the balls and vetoed this. Oh well. Can’t win every day.
