What West failed to mention was Mike Pence. The VP does not work or report to Kelly, however, he will work "along side" (to use Ivanka's words). But push comes to shove, Kelly is subordinate to the VP.

Reading that today teed me off. Ivanka couldn’t lick this man’s boots let alone should she be in the same room as him with any influence.
