It was because of Congressional staff that this exemption was carved out by the Obama Administration. The law requires Congress and their staff to be on Obamacare. When ‘the staff’ actually tried to sign up and realized what the cost would be, there was all sorts of whining, crying and threats to leave & join the private sector. Rather than have a major “brain drain” (what the revolt was called at the time), Obama et al figured out a way to game the system and have the taxpayers pay 70% (at least) of the premiums for Congress and their staff by declaring them a ‘small business’ on the DC Exchange. Some Congressmen are refusing the subsidy (declaring it illegal & it is), others have the required Obamacare, but don’t use it, etc. It’s the staff who are going to get hit hardest if Trump rescinds their little deal ... and he can easily do it. SO - ‘taking away their staffs’ would hurt Congress critters .... taking away the carve out will hurt the staffs the most & might result in a lot of resignations .... sounds like a ‘two-fer’!
