Having said that, the Republican's are COWARDS and won't vote to repeal Obamacare. For seven years they had the "safety" of voting to repeal it knowing that Obama would never sign it.
It's easy to be brave when there's no one to call your bluff.
Votes repealed by a sitting president ought to remain live for a period of two terms plus 1 day after the repeal.
That would stop all this monkey business.

This is a vote to start the debate, not a vote on repeal or repeal and replace. Until they actually pass Trumpcare then any talk of a WIN for the president is premature.

You've captured the essence of the problem perfectly.
There are 33 states with Republican governors right now, and one of the things that keeps those Republican governors busy all day long is their constant begging for more Medicaid money from their Republican counterparts in Congress.
