It is a big win, but they will fight tooth and nail to obstruct any inquiry.
They have lots of fraud to hide.

This was a no brainier. As the judge stated, the panel is only seeking information that is already public. The opposition had no answer as to why this information would be harmful to them since it’s already public.
It’s quite hypocritical (what else would you expect) of those against voting security to object on the grounds of data security and privacy issues. Obama & Co., abused data privacy to the max through the NSA and the IRS. This is a transparently obvious attempt to deliberately keep the voting rolls insecure.
What Stalin said, was that it isn’t who votes that matters, it’s who counts the votes. That was because he controlled that process. Here in the USA, the counting is decentralized, so the flip side of the cheating coin is to stuff the voter rolls. That’s why lefties from Al Gore to Jill Stein have screeched that “every vote counts” and that “we have to count the votes of ALL the people.”
Stalin would have adjusted his techniques to the times if he had to.

The Feds got sued by a third party organization :the Electronic Privacy Information Center and so the states arent compelled to comply.
I’m guessing Pres.Trump could make a case that if the states took fed funds to help become compliant with HAVA 2002, they have to give up the data.
In fact, HAVA specifically allows the feds into the state databases - see Sections 901-906
