If I recall, one of Rosenstein's rationales for setting up the special counsel was to restore order to an investigation that had come to be characterized by leaks and other violations of protocol and chain-of-command.

If anything, it has gotten worse under Mueller, and this should be no surprise considering he has filled his team with Democratic operatives. If there is any way to fire Mueller, or to have HIM investigated, it should be done ASAP.
