From what I can read it seems the officer shot thinking he was being attacked. But, I think there are questions of competence to be asked in a hearing. It might be true that they are to eager to get recruits from certain ethnic areas and take people wh should not be officers in the first place.

51st & Washburn is a very low crime area (see trulia.com). A loud noise is going to be a blown tire, or a firecracker. There would be no reason to assume it was gun fire at first, and certainly no reason to think the yoga instructor was firing a gun.
I'm guessing his IQ doesn't light up a room. Certainly no situational awareness. Whatever training he had didn't take.
