It looks simple, but that is because it is a short article. It makes no sense. I've been around the block enough on news stories that make no sense. It means a critical fact is being left out either intentionally or out of poor reporting. I'm sure as more detailed information avails itself we will all be able to either get on board with what this story appears to communicate or change our perception to match the facts as they come out.

I’ve complied literally dozens of “police kill innocent civilian” stories. They seem to follow the same roll-out. If there is exculpatory evidence, it’s broadcast far and wide immediately.
