I'd say start by firing the lousy employee. Fire the manager for not immediately rebuking his lousy employee and serving the police officer, with an apology to him. Write up every employee who could have stepped forward to serve the police officer but didn't, and put them all on probation. Write up the employee who finally, but rudely, provided the officer's meal, and put him on probation, too. Ask them if they'd all like to be replaced by robots.

Excellent, I agree. Every single one of those employees could have done the right thing in the right way and just acted like asses.
Also check all interior video surveillance to see if any ees “tampered” with the cop’s food.
