It depends on the oil. As I understand it, the Green River stuff is very viscous to solid at ambient temps, thus requiring heroic methods to both access, transport, and refine.

Gulf of Mexico crude is usually free-flowing and refines with less effort.

Both are overshadowed by some shale deposits, which yield hydrocarbons of very low molecular weight by comparison that basically only need distillation and some chemical cleanup (in addition to the natural gas fraction).
