Judge Janice Rogers Brown of the U.S. Court of Appeals for the District of Columbia Circuit has begun to inform officials that she intends to step down, according to multiple reports Friday.
The expected retirement, first reported by the Wall Street Journal, would provide President Trump a chance to pick a successor in the second-most powerful court in Washington, D.C., behind only the Supreme Court.
Brown, 68, was an appointee of former President George W. Bush in 2005 and, according to the Journal, is a conservative voice in the court.
There have been multiple judges on the D.C. Circuit who later served on the Supreme Court, including the late Antonin Scalia and Trump's nominee, Neil Gorsuch, who replaced Scalia.

According to other readings, Trump has three replacements available on the 9th Circuit at present, but when you look at the chart, evidently when a judge achieves “senior” status, it means that there is going to be a vacancy in the not too distant future. I have also read that there is some unwritten rule that the two Senators in the state affected by a vacancy get to have a say in who is nominated. I just hope that Trump tells the Senators to go take a flying F at a rolling donut.
Trump could try a Roosevelt by packing the ninth Circuit.
Just split up the ninth...and add a few conservatives to the various fragments so created.
It’s called ‘Blue Slip’ and McConnell is bidding by it, currently.
That is what Obama did to the DC circuit court. Harry Reid blew up the filibuster so that Obama could appoint 3 extra judges there, beyond the normal operating number. Obama packed the court with Libs. That was super important since the DC circuit court passes judgments on most US govt appeals.

Assign the current 9th to cover Guam ONLY... and then create a new circuit to cover the remainder of what their prior territory encompassed. It’s clean , quick and perfectly legal.
