On Thursday, the Czech Republics lower house of parliament approved a constitutional amendment that would enshrine the right to bear arms. One hundred and thirty-nine out of 200 MPs approved the change after it was suggested by interior minister Milan Chovanec who asked the houses of parliament to âshow [him] a single terrorist attack in Europe perpetrated using a legally owned weapon. The move is a reply to the violent and numerous terror attacks that have been sweeping Europe since 2015.

And the countries that need the right to bear arms the most are making it even harder to do so. At their own peril, I might add.

Switzerland's population is armed, but I believe this is at the discretion of the government and not explicitly affirmed as a right in Switzerland.
According to Wikipedia:
The Swiss have a statutory right to bear arms under Article 3 of the 1997 Weapons Act.
