Could be an accident. Or not.The first responders aren't acting cautiously like I would expect if a terror incident was suspected. Who knows? I guess we'll have to wait for further reports.

if one can’t keep their diabetes or their epilepsy etc under control with the proper healthcare and diet and meds, I really don’t think one should drive especially a cab driver....
