Chicago gets the headlines for the sheer numbers of murders, but on a per-capita basis New Orleans is much more the murder capital than Chicago. That means, statistically, the chances of being violently murdered are greater in New Orleans than they are in Chicago.
In fact, among the top 20 cities ranked on a murder rate per-100,000 basis, Chicago is 17th.

If this is a federal problem (is it???) I’d suggest Chicago is not the most in need of federal help, compared to 16 other cities with worse murder rates than it.
