Illinois can fix it EASY! Just raise the state income tax to 100%. it won’t take a dozen years to pay enough into the pension fund to make it solvent and to take care of all the other delinquencies. Well, maybe two dozen years to cover for the ongoing theft. I’m sure the population will eagerly pay that rate to get this problem behind then and Illinois can be Prosperous Again! Alternatively, put the state and Chicago governments all in jail and send the whole place into receivership.
Ill. just needs a few millions of new Mexicans and Arabs.
