How about sending a similar letter to all employers? Then, randomly and systematically follow up with each. Create the fear of uncertaintly that they might be next.

We need to publicize the FACT that deportation results in at least a 10 year ban on re-entry.

Voluntary departure does not carry that penalty.
I think they are supposed to be fined, but that hasn’t been enforced in the last years. If they can’t get jobs or social services, there is no reason to come here.
