As a practical matter, it would be nice if it could be repealed and dismantled. Obamacare was an unworkable failure from the get go that was passed with zero Republican support. But politically, it would be a disaster for the Republicans, the damage of which would haunt them for decades to come. Obamacare is typical of all government programs, once they are established they become nearly impossible to halt after they develop a constituency that expects services from them.

I’m sympathetic to your desire, but the reality is that if abolished, tens of millions of people would be effected and this would become an albatross around the neck of Republicans and they would pay a big political price. Few if any Republicans are willing to run that risk.

That said, it might be possible to replace Obamacare and then gradually take away the residual foundations of the program over time until there is nothing left of it. In fact, some have suggested during just that.
