What is wrong with the FBI? This is insane. The guy clearly hated Republicans, and deliberately stalked and targeted them. I am also suspicious that the New York Times just happened to mention that the Republicans practiced at a field with little security. Why would they mention that?

The FBI is completely corrupt and is nothing more than a deep state machine. Despite a few brave agents going after bank robbers, and some of their science based work, etc, it has always been a corrupt agency. It was created that way by that homo J. Edgar Hoover. Hoover was a pure distilled Wilson era progressive with all that implies.
He specialized in information gathering and then using it for blackmail against politicians and others.
That un-American mentality is hard wired into that agency. In bank robbers, they’ll be honest. With anything remotely political, they simply cannot be trusted.

That pattern is what got Comey the top job. Of course it is going to be emulated.

The closing paragraph from her article:
The FBIs briefing appears so contrary to the facts as to be insulting. When a man with a history of hating Republicans cases a location, takes pictures, verifies the targets are Republicans before opening fire, has a list of Republican politicians in his pocket, and shoots and nearly kills Republicans, its hard to swallow the FBIs contention that the shooting was spontaneous with no target. The agency should reconsider whether it wants to troll Americans about something this serious.
