Change the circuit budgets to scale them to competency. Every ruling reversed correlated to a penalty remittance for wasting the taxpayer money and time. 80% reversals = 20% of their budget is what they receive. Politics only rewards failure. Time for change.
The asses need to be thrown out on their ass.
SCOTUS will do the right thing I hope .
