Catch and release applies to the OTMs. There is no such thing as catch and release of Mexicans, because Mexico allows illegal Mexicans to be returned.

Mexico won't take OTMs. They have to be sent to their country of origin, so they have to have a hearing, but there is a long wait for the hearing because illegal otms are up.

They give them an order to appear on such and such a date for their hearing, then release them.

And the situation is worse because many of the OTMs are women and children and they have to be detained in a home like setting.

The underlying problem is that the hardliner immigration hawks want to spend more money for an "enforcement only" immigration policy and the budget hawks say no, enforcement only is too expensive.

So the GOPers are not planning spending more money on detention beds, courtrooms, judges etc. And they are not going to spend the money on a wall.
