The University of California Board of Regents recently passed a regulation capping the number of out-of-state students permitted at UC colleges, limiting the total number to 18 percent of the student body on most campuses.
Yet that 18 percent cap will not apply to students who are in the country illegally.
The Board of Regents passed the regulation, known as Policy 2109, after California lawmakers threatened to withhold nearly $20 million in public funds if an out-of-state cap was not put in place. Currently out-of-state students constitute 16.5 percent of the UC student body.
The policy, approved May 18, holds that “California residents shall continue to represent a minimum of 82 percent of all undergraduate students” at all colleges whose nonresident population is equal to or less than 18 percent. (Several campuses whose out-of-state percentage exceeds 18 percent will be allowed to maintain that number without exceeding it.)
However, students in the country illegally are exempt from the effects of the 18 percent cap, The College Fix has learned.
“The nonresident undergraduate enrollment percentages in the recently approved policy do not pertain to undocumented students,” UC spokeswoman Claire Doan told The College Fix via email.
When pressed for clarification, Doan affirmed: “The caps do not apply to undocumented students.”

The out of stated legal citizens will be paying out the wazoo for the free tuition of the illegal non-citizen students.

Out of staters are more likely to be Republicans, or even conservatives. They don’t want to take that risk.
So illegals get preferential treatment above the US citizens of other states whose parents pay the federal taxes that help support the California schools.
And the state screws it’s own citizens by requiring them to pay taxes to support the advanced education of unlimited numbers of foreigners who have entered the US illegally and live here illegally.
Its almost as if California has decided to abandon its responsibilities as a state and abandon membership in the USA to become a service organization dedicated to channeling American wealth and resources to criminals and illegal aliens.
So basically, 2nd, 3rd, 4th, 5th etc generation US citizens / taxpayers are put at the end of the line, behind illegals immigrants.
I don’t get this at all. Out of staters pay the full freight in tuition vs a much reduced in-state tuition.
I cannot wait until CA implodes under the weight of its own stupid decisions...that day is coming.

With no additional budget it will get LOTS of fun when students can enroll but can’t register into classes.
When you offer unlimited anything and the anything is not unlimited, something has to give.

Many states, not just California, allow illegal aliens to get out paying instate tuition. Crazy, but true.
It has been my feeling this violates the civil rights laws on the basis of national original. Americans are prevented from attending these public universities while illegal non-citizens are not subject to the same restriction.
NJ quietly has done the same thing. Nice knowing you America. This “experiment” of a republic is a failure.
Capping out-of-state students is not a violation of the Constitution. There is no “right” of anyone to attend a college, it can not admit anyone it wants.
Of course, this also caps the amount of extra revenue from the out of staters but there is no end to California taxes.
Since when is an illegal alien a qualified “resident”?
You can cap out of state students. Fine.
But any illegal is by definition non-resident.
California will give preference to illegal Mexicans over legal New Mexicans. The saddest part of that statement is that it makes sense to the liberal half of our country.
Once again the Libtards prioritize ILLEGAL aliens over millions of real Americans. In this case, citizens of 49 other states are given lesser status than illegal aliens. It is such a disgusting outrage, yet again.
Loads of federal tax dollars go to supporting CA state schools in various ways, so taxpayers in those 49 other states have supported CA state schools. Yet, they are not even “2nd class citizens” compared to illegal aliens, so far as Libtard policies go.
This policy discriminates on the basis of national origin.
