If they are innovative enough to steal, they can innovate.
Well they were not too innovative with their engine for their stealth fighters engine. They tried reverse engineering a Russian jet motor but it did not work out so well so they had to to put actual Russian motors in it. The ChiComs have got better though but without stealing other countries technology they would be nowhere.
