Armed officers responding to the London Bridge terror attack fired an "unprecedented" number of rounds at the three attackers because they were wearing what appeared to be suicide belts, police said.
Britain's most senior counter-terrorism officer, Assistant Commissioner Mark Rowley, said eight officers fired 50 shots at three attackers, to ensure they were neutralized. London: Resilience and fear
The suicide belts were later discovered to be fake, suggesting that the attackers deliberately used the belts to ensure they would be killed. Rowley said he was "not surprised" at the response.
Seven people died and 48 were injured when three men drove a van into pedestrians on London Bridge before leaping out and launching a stabbing spree in nearby bars and restaurants. One of the victims was from Canada, according to a statement from the country's Prime Minister Justin Trudeau.
British Prime Minister Theresa May claimed there was "too much tolerance" of Islamist extremism in the UK as she vowed a clampdown in the wake of the third terror attack to hit the UK this year.

Fake suicide vests most likely meant to shock, frighten, disorient, and dissuade people from fighting back... although more than one purpose is always possible. Yes, perhaps the terrorists also wanted to ensure they would have to keep stabbing until they were killed, since even in squishy UK armed police would not refrain from shooting them dead.

Yup, have to think they have some special counter-assault teams stationed around London, since ordinary training and arms would be unlikely to provide police who could quickly shoot 3 perps dead and (apparently) no “collateral damage” (at least I haven’t heard of any of the civilians with gunshot wounds).
One article referred to “police marksmen” shooting the terrorists, so that may be an allusion to specially trained up teams.

All the armed police in Britain are ‘specially trained’. Armed response units are constantly on standby in all British police forces, not just for anti-terrorism purposes.

probably wore them to keep people from wanting to fight back. Everyone would see the vests only would only be trying to get away.
In 2006, when Sheriff Grady Judd was asked why a cop killer was shot 68 times while avoiding capture, he responded “That’s all the bullets they had.”
Heck! That’s nothing but restraint. The LAPD put more than twice that many rounds into those two women’s truck when they were looking for Christopher Dorner. Of the 107 rounds, only a couple hit the innocent women though.
