I don't remember it being brought up on the floor of the House, nor did it go to the Senate...and I don't remember any money being given to Zero...

So I am guessing that Zero just had the Treasury Department give him whatever he wanted when he wanted it...

I don't remember anything but ZeroCare...which was just that a big ZERO!!!
