The Assemble will need to pass a 220% tax rate to fully pay for it. I heard that the existing gross spending is now 180 billion, and it will cost 400 billion on top of that.
The way to pay for it is simple. Neglect dams, bridges, and things like that. Declare emergencies whenever something fails and get loads of Federal emergency cash from the Feds. Rinse and repeat.
