Immigration Hawks to DHS: H-2B Expansion ‘Shows Contempt for Forgotten Americans’

A pro-American employee organization is asking Department of Homeland Security (DHS) Secretary John Kelly to not expand a visa program that outsources blue-collar jobs. Last week, Kelly appeared to cave on the issue of H-2B visas, telling senators that he would “likely” supply the big business lobby with more low-skilled foreign guest workers, as they continue making unfounded claims about a “worker shortage,” Breitbart Texas reported.

The H-2B visa is for non-agricultural, low-skilled seasonal work, supplying resorts, hotels and the seafood and landscaping industry with thousands of cheap, foreign employees. Every year, 66,000 H-2B jobs are given and this year, House Speaker Paul Ryan’s 2017 budget gave Kelly the power to expand the number by up to 70,000 more.

NumbersUSA, which advocates for less immigration to increase wages and job opportunities for Americans, is requesting Kelly to stick to President Donald Trump’s “America First” agenda.

NumbersUSA’s Vice President Anne Manetas wrote to Kelly:

On behalf of our 8 million activists across the nation, I am writing to express our concerns with the increase in H-2B visas for FY2017 authorized by Congress through the Omnibus appropriations bill last month. There is simply no evidence of a labor shortage, especially among the most vulnerable American workers, to necessitate this increase.

This action by Congress shows contempt for the forgotten Americans who suffered most during the recent recession — the very Americans President Trump pledged to protect on the campaign trail. [Excerpt]

You are being mis-informed by "Notso Brightbart"

Kelly doesn't set immigration quotas, that authority resides with Congress.

Click here to go to a USCIS webpage where they discuss the H2B Cap(66,000).

Notice at the bottom of the page they mention that the cap for fiscal year 2017 was reached on March 16.

Most people get confused on this. Because the H2B is a seasonal visa, the southern tier of US states benefit most because their season starts earlier and lasts longer than in the northern states. Florida benefits more than Maine.

According to the story, assuming Breitbart got its story right, “Every year, 66,000 H-2B jobs are given and this year, House Speaker Paul Ryan’s 2017 budget gave Kelly the power to expand the number by up to 70,000 more.”

That sounds like Congress delegated to the Secretary of DHS the authority to increase the number by an additional 70,000, thus more than doubling the total.

Disagree - congress authorizes the quantity - it doesn’t authorize the individual issuance and processing of the visas - that is done by the executive branch.

The quota doesn’t mandate they must all be issued it only sets a limit on what the department can do. If he wanted to Kelly could have the department slow walk them all.

The swamp camel has been slowly inching its way back into the tent. Like the floodgate of refugees recently opened by Tillerson, this H-2B thing is another con the critters are hoping we'll forget about.

President Trump was so explicit and unequivocal in his promises to the American people that these backdoor betrayals by his underlings will not go unnoticed by the American voter.

I pray that President Trump takes control again. I lay it at the feet of Kushner (and thus Ivanka too). Since the dust up with Bannon, there has been a slow erosion of President Trump's promised agenda.

Yes, I read that at your link and I read it at other sources the first of the month when the budget bill went thru. But that is not the same as Congress changing the quota.

First off, they are talking like it is Kelly's decision, but it is actually Trump's decision and Kelly will do what Trump tells him to do. Trump campaigned against that, so I don't think it will happen.. It could be that they slipped this into the budget bill in hope of making Trump eat his words which would undermine his position with the immigration hawks who played a big role in electing Trump.

Secondly, this applies only to the remainder of FY 2017 which ends on Sept 30, 2017. They will have to slip the same language into the FY 2018 budget legislation which begins Oct 1, 2017.

Look, this was slipped into the legislation with the consent of the democrats(unions and the Hispanic caucus). Historically they have allowed temporary changes but refused permanent change to the quotas unless it was part of comprehensive immigration reform(amnesty).
