Maybe, but systems have to be tested and this will be the 18th test. Currently this system is 9/17, not very good, that said this is a non-trivial problem. Hitting a vehicle on reentry from low space is like hitting a small bug with a bb from two miles.
All the US has to do is have a successful test. They brag about it and announce they are upgrading their offensive weaponry as a counter strike should another missile be fired from enemy shores.
That will get everyone to the table.
