#1 Europe didn’t do anything in 1914 to Africa other than use it as a sideshow to the war that was starting up north.
The actual Scramble for Africa (no less of an invasion than what is taking place today), was to secure resources, outlets for goods, converts to the church (minor point) and strategic advantage over rival empires.
I hardly doubt King Leopold was chopping off hands of people in the Congo because they were desperately trying to flood into Antwerp, Nor were the Germans in on the Volta to keep the natives from becoming Prussians.

No, they weren't flooding Europe then. But the European powers had the foresight to know that it was going to happen eventually. That's the primary reason why they colonized Africa.
