I am an experienced parachutist and fortunately never suffered a partial malfunction. They do not train to land under a streamer. Release the main, open the reserve.

Likewise and, of course, you are generally correct in saying "they do not train to land under a streamer", simply because they expect you to go for your reserve.

However, I would not be surprised to learn that SEAL training includes a few unassisted helicopter exits calculated at a proper height above the surface just to replicate a streamer water landing.

Given the training and skill level of this jumper, I believe there was more at work here than two ordinary malfunctions.
