Vietnam would be a good place for antimissile laser installations in a few years.

Your information is somewhat out of date. They have a stock exchange now, and they welcome US investment. They also have an ongoing dispute with China, so the ship may be intended less as a boost to the the Vietnamese naval forces, and more of a signal to China.
The US has made repeated port calls at the old French naval base at Cam Ranh Bay (most recently, earlier this month) and at Da Nang.
There was, of course, a bit of irony when the USS John McCain dropped anchor there.
Vietnam is nominally Communist and has been trying to be an American protectorate since the 90s.
We fought a proxy war in Vietnam, in turns, against the Chicoms (Communist in name only) and USSR (defunct). We allied ourselves with the people in the South and our adversaries allied themselves with the peoples of the North. The people of the south were our friends (in the manner of geopolitics) and we abandoned them. I am surprised we are welcome there at all. The north Vietnamese won against us so maybe they do not mind embracing a defeated enemy.
I have been there several times but only in the south. The young people especially like the US. Some of the older people not so much but many of them have relatives in the US. I judge the place to becoming more like South Korea in terms of politics and embracing the US. Also they have strong and deepening ties wth Thailand. All in all I’d rather go there than a number of US cities.
On a continuum you may find that in practice the US is becoming more Communist and the Vietnamese much much less. The trends are so pronounced I can’t see the dividing line.
