I am not sure why USAA would need to advertise at all. It pretty much has a franchise within its membership community of current and former military officers and their families.

USAA’s membership is generally limited to current and retired military personnel and their families, but over time I believe they’ve been forced to expand that by law. For example, under Federal law I don’t think a company can restrict its FDIC-insured banking services (and maybe its investment services) to a limited membership.
They opened up membership to enlisted in 1996 and in 2008 they basically decided to widely open membership to former military, widows, divorced (but un-remarried) spouses, and children...they also allow extended family to use the retirement/investment products.
