Yes, but bring the Replacement bill to a vote. If it is defeated and Obamacare continues, let those ‘RATS & RINOs who defeated its replacement OWN THAT VOTE. They can own it as Obamacare implodes & premiums, deductibles & co-pays explode. Remind their voters that they own it. Let them own it as the voters go to the polls in November 2018 after they've seen what their 2019 Obamacare premiums will be!
