Actually the Constitution gives Congress the authority to limit the jurisdiction of the inferior courts.

They need to do it more often. Exhibit A: Immigration Law.

The only time I recall it being used recently was when George W Bush got it inserted into law exempting vaccine manufacturers from liability suits.
