Those of the enemy who do not wish an early meeting with 'their guy in charge' need to sincerely change sides. If those who change sides prove they lie by their actions then they condemn the rest of the rabid savages who remain regardless of their protestations.

For every person killed in one of these attacks, we triple the deaths handed back. For every attack, we triple the strikes on the enemy. etc.
