The 100 million tax dollars came from the State Dept's slush fund----the Millennium Challenge Corporation (chaired by Hillary).
Notice that the 100 million tax dollars does not stay in Morocco---- it is to be help by and doled out by the post-presidency tax-exempt Obama Foundation.
