How about making these clowns put up a bond, the amount of which is 3x the amount it averages to chase them down. When they leave, they get the money back.

In Singapore, when you enter as a non-citizen, before you clear customs you have to show your RETURN TRIP ticket.Here in the Philippines, the same thing; unless you have some type of permanent residence visa.

The article refers to Visa holders who overstayed. I suspect these Removals and Returns are for all aliens. The overstays and those illegally in the country.
