Ban Marijuana.
"Synthetic marijuana" has nothing whatsoever to do with marijuana - it's garage-lab crap sprayed on plant matter. And it's a product of our marijuana ban: it got its evil foot in the drug-market door during the time it was legal while the much less harmful drug marijuana was illegal.
