Everything is relative, in this case to the general global economy. Besides, what we are talking about here is the first quarter of the year picking up so it could be better for the year.

Yes, compared to the miserable (annualized!) growth of 0.4% in the last quarter of 2016, growth has now risen by FIFTY PERCENT!
To a somewhat less-miserable 0.6% per annum.
Compared to long-term trends, the German economy is just limping along.
