There was a book I read last year on how General Marshall picked his commanders “Marshall and His Generals: U.S. Army Commanders in World War II (Modern War Studies)”.
Marshall made a note of talent as he came across it and Eisenhower was no accident. He was hand picked by Marshall to be the American Commander in Europe and later the Allied Commander. Highly recommended to read.
