My guess is that it wasn't short-sighted. It was the '70s, the money wsn't there! In Connecticut, a limited access highway to Willimantic was scuttled after about six mile laid, making it the underused Route 6 bypass, and the long desired Route connector from greater New Haven to Waterbury was scuttled after only a couple of miles. Forty years later, there still is no good 15/91/95 connector east of Route 8 and west of Hartford. Somehow that never turned out to be the worst of Connecticut's problems.
