so why can’t Trump interpret the budget as the maximum he can spend for the EPA or State Dept etc but not the amount he must spend and therefore proceed with all his cuts throughout the rest of the fiscal year?
Some people not only don’t get that a veto would be counterproductive in the near term and most if not all of 2017 of any agenda, they don’t even understand or can’t accept what a veto proof vote means.
